The new Afghan constitution of January 2004 founds the legitimacy of the state on the respect of democratic principles and Islamic values. The success of this ‘Islamic Democracy’ depends on the ability of the government to implement a liberal interpretation of Islam that is in compliance with the principles of democracy. However as the Islamic forces continue to exercise significant influence on politics and as President Karzai has been weakened by his inability to fulfil his promise of security and development, he has increasingly tried to strengthen his legitimacy by the islamisation of the state.
